I am using Drag-and-Drop editor and I select the image > Content > Content Properties and select the option to open a web-page and specify the link appears only in desktop version, in mobile version is not be sending with the link, why ( in fact appear, but when I send the image, the version in mobile do not appear the hiperlik).

Do you mean when you click the image on the mobile version, it didn't take you to the expected link? If so, I’ve tested this on my end and upon clicking the image on my mobile device, I can confirm that it did indeed successfully redirect me to the specified link.
Can you send us a screenshot of the specified link?

Yes, that's exactly what happened!
I put the link www.eldoah.io in the mobile and desktop version and only in the desktop version did the email appear with the option to click on the link.
In the mobile version only this image appeared:
