At times, you release minor versions of your product. Not big enough to do a full in-app-message.
Is there any way to just make a (even pulsating) dot, like this?
In other words a lot smaller and very customized in-app message. And when you click it, you get a tooltip explaining “new feature, bla bla bla”.

Great question and thanks for sharing your use case!
While you may not be able to accomplish exactly how your example looks and behaves, you may be able to do something similar with the functionality our in-app message feature offers today.
If you configure the first message to be a basic image of your icon (and a way to dismiss the message) you can use the action feature on the image to open a second in-app message and the second message can contain your tooltip text.
I will caution that the load time of the second message may not always be as quick as you would like, so this may not be the best option for you use case in the end, but please give it a try and see if it works out for you!
