I’d like to capture anonymous events/people with Customer.io. How can I enable that? Can I message a user or show a user relevant content to them (through lets say, ads) even if I don’t have their email address? 

Do I need any help from my engineers if I do this?

Good news! You can totally do this in Customer.io. You can enable the feature like so:

However, there’s a step 4 to this process and it will involve your Engineering team to help you out. You can read more in this doc, and hopefully just send it right on over to your team so that they can follow the steps:
