If users are opted-in for SMS then a text-to-win sweepstakes is within Customer.io terms and conditions. 

However, we still recommend you get advice from a lawyer before starting a promotion. While text-to-win sweepstakes are generally legal, as long as it follows sweepstakes regulations and text message marketing rules, you want to make sure you’re compliant and there may be industry regulations you’ll need to consider that we are not able to advise on.
